Is moral consciousness a prerequisite for political justice?
Shakespeare thought so.
In Macbeth, the titular character begins as a loyal nobleman but becomes consumed by ambition for the throne. His political rise is not through merit or law but through violence and deceit.
History and the current world is filled with noblemen, kings, statesmen and politicians, who through cruel means have achieved their corrupt intentions.
The Qur'an speaks about the scale of Justice and the principals that balances those scales.
On one end, Moral consciousness, piety and righteousness hold the weight, on the other, treachery, oppression and violence does.
It's pretty obvious how one counters the other. Where greed is countered by charity, treachery by punishment and oppression by Justice.
These ideas are modeled by Pheron, Nimrod and Abu Jahl, who embody oppression and Moses, Isa and Muhammad (sws) who embody justice.
It's clear then that ambition without moral restraint is likely to corrupt both the ruler and the realm and unless those with moral consciousness hold power, injustice is likely to prevail.
