The Crime Control Department in Punjab was primarily established to control the increasing crime rate in Pakistan, precisely in Punjab. Taking a short brief analysis of the working procedures of the Crime Control Department (CCD), they take actions against the people committing crimes on a single and direct complaint from the victim, with no solid evidence, and arrest or punish the accused without any legal basis.
It shows a clear violation of the rule of law and infringement of basic human rights under Article 10A (right to fair trial). People are pleased with the fact that criminals are getting punishments, but the real question is: are they actually criminals, or are the punishments they are getting appropriate to their crimes?
Wrong punishments for crimes the accused committed—or for crimes which were not committed at all—are against our principle of justice. If we are giving punishments based on mere assumptions, then why do we have all these codified laws? Why do PPC, CrPC, CPC and other rule books exist?
It reflects the failure of our judicial system, police system, and other law enforcement departments. Subconsciously, this sends the message that our judicial system has failed to bring justice to the people. Once this department has the access to bypass the law, the concept of rule of law collapses and is replaced by the rule of jungle.
It is just like giving weapons to random individuals so they can punish other people based on a limited understanding of justice. This is dangerous, unsustainable, and the ultimate destruction of justice and fairness in society.
